Yes, and it is one of the better fits. Consultancies supporting many providers have the sharpest version of the multi-site problem and almost no products built for it.
Can services keep working independently?
Yes. Each service runs its own day to day records as if it were a single service. The group layer sits above and does not get in the way of the people doing the work.
What if our services are regulated by different regulators?
That is common in groups, and handled. A children's home under Ofsted and a domiciliary agency under CQC keep their own frameworks while still rolling up into one view.
